AT&T to offer $5 day pass for mobile data on tablets

AT&T plans to offer tablet users a $5 day pass for mobile data service, as well as a $25 prepaid plan for 1GB over three months, in a bid to reach more types of consumers.

The "casual rate plans" are designed for consumers who don't want tablet cellular service enough to pay a monthly fee, said Chris Penrose, senior vice president of AT&T, who announced the new offerings at the GigaOm Mobilize conference in San Francisco.

The $5 day pass includes 250MB of data. The two new plans are available now for all AT&T tablets, for a limited time, the carrier said.

AT&T users can also add a tablet to one of the company's Mobile Share plans for $10 or buy a standalone monthly plan for the device. The monthly plans, available as prepaid or postpaid, range from $14.99 per month for 250MB to $50 for 5GB.

The carrier is working with manufacturers to reduce the cost of adding cellular components to tablets, Penrose said. Most tablet shoppers buy versions that are only equipped with Wi-Fi, partly because there can be a stiff premium for the additional capability. Apple, for example, charges $130 extra for LTE on its iPad and iPad Mini.

The incremental cost of cellular has fallen significantly and AT&T offers promotions to cushion the blow for buyers, but it really wants the difference to disappear, according to Penrose.

"Ultimately, we'd like to see tablet manufacturers build just one tablet" and let consumers decide how they want to get it online, Penrose said.

So-called connected devices such as tablets and cars are opening up a new universe of possible service plans and revenue streams beyond the world of phones. During the session at Mobilize, Penrose also disclosed that AT&T has a deal with Tesla to supply mobile connectivity on its popular electric cars. He did not disclose pricing or further details on that offering. The carrier has similar deals with other car companies, including plans to build LTE capability into most General Motors vehicles.

U.S. Senator Cruz blocks confirmation of new FCC chairman

WASHINGTON (Reuters) — Republican Senator Ted Cruz, a conservative whose defiant stand against Obamacare helped prompt the U.S. government shutdown, has blocked the Senate from voting on the nomination of Tom Wheeler to be Federal Communications Commission chairman.

The Senate was scheduled to vote on Wheeler, a Democrat and telecom industry veteran, late on Wednesday. Cruz held up the vote over questions about the FCC's power to enforce disclosures of who sponsors political television advertising.

"The Senator is holding the nominee until he gets answers to his questions regarding Mr. Wheeler's views on whether the FCC has the authority or intent to implement the requirements of the failed Congressional DISCLOSE Act," said Cruz spokesman Sean Rushton, referring to a failed bill meant to step up political disclosures.

"Mr. Wheeler had previously declined to give specific answers, but as he's now expressed his readiness to revisit the Senator's questions, the Senator hopes to communicate with him soon," Rushton said.

If Wheeler cannot resolve Cruz's concerns, Senate Democrats could force a vote on the nomination. Majority Leader Harry Reid would decided whether to take that action.

Clearing the senator from Texas' procedural roadblock would require 60 votes in the 100-member chamber, meaning the support of some Republicans would be needed. Democrats currently hold 52 seats and usually have the support of two independent Senators.

The Senate also has yet to vote on the nomination of Republican Michael O'Rielly to fill the fifth and final open FCC commissioner position.

Cruz, prominent in the small-government Tea Party wing of his party, had threatened earlier to delay Wheeler's confirmation vote after pressing for a more detail from the nominee on his views of the donor disclosure issue.

As political spending by outside advocacy groups pushes into the billions of dollars each election cycle, voters are exposed to a growing deluge of ads that refer to the often vaguely named groups sponsoring them.

Some Democrats have suggested that the FCC's existing oversight authority over broadcasters could also be used to force TV advertisers to name specific funders for each spot they buy. That idea has emerged as Cruz's focus at the Senate Commerce Committee, which oversees the commission.

The FCC remains in something of a holding pattern under Acting Chairwoman Mignon Clyburn. It awaits Wheeler's confirmation to move ahead on several key projects, including upcoming auctions of spectrum. Former chief Julius Genachowski left the FCC in May.

The agency also saw its operations, including approvals of new device licenses and acceptance of routine required filings, stalled by the government shutdown that started on October 1 and ended late on Wednesday. All but a few dozen of the FCC's roughly 1,700 workers were furloughed.

Wheeler most recently invested in technology at a venture capital firm, raised money for President Barack Obama's political campaigns and advised Obama and the FCC on telecom issues. In the past he has been an industry lobbyist, running the National Cable Television Association and the wireless industry group CTIA.

O'Rielly, the Republican FCC nominee, has spent nearly two decades as a staffer in Congress, most recently serving as a top aide to Senator John Cornyn of Texas.

MotoMaker scores iPhone transfer tool, ships Moto X with your data inside Mobile

Transferring contacts and data to a new phone is always a pain, but Motorola is trying to make the process a little easier. Now, users can order a new Moto X with their existing contacts baked into the phone before it ships, thanks to MotoMaker's new Migrate tool. The migration helper pops up at the end of the program's Moto X design process, and copies your iCloud data to Google. Unfortunately, the tool can only bring over contacts and calendar entries at this point, but Motorola plans to develop it further. According to the company, it should take around five minutes to port up to 500 contacts and 500 calendar entries. It'll take a little longer if you have an inordinately large contact list, but hey, at least you won't have to start from scratch.

London, 17 October, 2013 — PageOne Communications, a leading messaging solutions company to the public and private sectors, today announced that County Durham and Darlington Fire and Rescue Service has selected its Responder 2-way pager, supported by dual-frequency paging with SMS fall-back to add the ultimate in flexibility and resilience to their critical alerting process. The solution is helping County Durham and Darlington Fire and Rescue Service to improve the management of over 180 retained Firefighters and Officers, by extending the scope of communications even further to connect with staff located beyond the local fire station's transmitter range.

"We needed a solution that would allow us to communicate more effectively with our retained staff," says Lee D'Arcy, Telecoms Manager at County Durham and Darlington Fire and Rescue Service. "They can sometimes be situated outside the remit of our on-site transmitter, which obviously presents a number of communication challenges. Ultimately we are also looking to improve business resilience and implementing PageOne's 2-way solution not only allows us to communicate more effectively, but also delivers intelligence on multiple levels," added Lee.

With dual frequency technology specifically developed to leverage the synergies of both local and wide area paging, coverage can be widened and extra resilience can be added to critical communications in the most cost effective manner. The technology works by expanding the remit of messaging with wide area paging by locking onto a preferred paging channel, for example a Fire Services' local on-site paging transmitter. If this is no longer available, it then scans to PageOne's national paging network. In the unlikely event that the pager detects neither the local or national paging channels, it reverts to SMS fall-back mode to receive messages and notifies PageOne's messaging gateway which then automatically redirects paging messages via SMS, creating a triple layer of resilience.

The selection of PageOne's triple alerting solution followed an extensive trial by the Service. "We have built a good relationship with PageOne over the years and trust in them to deliver a robust service, able to meet our demands," says Lee. "Given the current financial pressures, the trial gave us the opportunity to justify the investment, but also demonstrate future savings from costly projects to build our network infrastructure," added Lee.

PageOne's 2-way Responder pagers uniquely combines the strengths of paging and GSM/GPRS to offer powerful two-way messaging capability, acknowledged messaging, with optional emergency SOS button and GPS-based positioning. "The technology offers us considerable insight. We now know when a message has been delivered, read and staff can even reply using a pre-defined set of responses," says Lee.

The 2-way Responders also include a 'Book On and Book Off' feature, in essence a dynamic rostering function, allows staff to update their availability status depending on their shift or capacity to work and pass the information through to the RDS Retained Duty System . "This feature is invaluable to us as it allows our call-out staff to confirm their status and for command and control to mobilise the appropriate staff to incidents," concludes Lee.

Moto X isn't helping Motorola yet as losses widen

Google's smartphone unit continues to be a drag on the search giant's overall financial results.

Motorola Mobility has a long way to go before it gets out of the red.

Google's smartphone unit posted a third-quarter operating loss of $248 million, wider than the year-earlier loss of $192 million, but an improvement over the loss of $342 million from the second quarter.

Motorola's revenue fell 33 percent from a year ago to $1.18 billion.

The poor results come even as Google reported a third-quarter profit that rose by a third and topped Wall Street expectations.

It was an active quarter for the struggling business, which has continued to pile on losses for Google since it was acquired more than a year ago. In the past few months, the company released its flagship phone, Moto X, which employs a unique Motomaker gimmick that allows customers to tweak the look of their phones. It also gained some buzz by placing the manufacturing facility for Moto X in the US, unlike other handset vendors.

In addition, the company released the latest family of Droid smartphones for Verizon Wireless, and signed on to become the exclusive provider of Droid devices to the carrier.

The adoption of Moto X has been slow, particularly as the company works to ramp up production. While its Droid phones won favorable reviews, they have been overshadowed by the iPhone 5S and Android products by Samsung.

Motorola, however, appears ready to play the long game, and has a well-funded backer in Google.

With a bill to reopen the federal government and lift the debt limit signed just after midnight, the FCC is open for business today. However, the FCC has continued the suspension of filing deadlines through next Monday, October 21, 2013, and will provide further guidance on revised filing deadlines in the next few days.

Under the original FCC Public Notice describing filing procedures in the event of a government shutdown, any filings with the FCC that were due during the shutdown were supposed to be due on the day after the FCC returned from the shutdown (i.e., tomorrow). However, the FCC has issued the following revised instructions:

SUSPENSION OF FILING DEADLINES

As a result of the recent shutdown of Commission services, including access to electronic dockets on the Commission's web site, due to a government-wide lapse in appropriations, we suspend all Commission filing deadlines that occurred during the shutdown or that will occur on or before October 21, other than Network Outage Reporting System (NORS) filing deadlines, until further notice. The Commission will soon issue further guidance on revised filing deadlines.

We recommend that parties refrain from submitting filings seeking additional relief until after they consider the further guidance.

Accordingly, filing deadlines that fell due during the shutdown up to and including next Monday (October 21st) will continue to be suspended, for the time being. We anticipate that the FCC will release Public Notices setting new deadlines and related procedures for the suspended filings in the coming days. For reference, those include (with original deadline noted in parentheses):

  • Comments on proposed changes to FCC Form 555 (Oct 7);
  • CALM Act small provider grace period extension requests (Oct. 14);
  • Copies of the Form 481 filed with USAC on Oct 15 (Oct. 15);
  • Reply comments on FCC's Notice of Proposed Rulemaking on E-Rate 2.0 (Oct 16);
  • Reply comments on FCC's Notice of Proposed Rulemaking on Advanced Wireless Services (Oct 16);
  • Comments on NECA's 2014 Modification of the Average Schedule Support Formula (Oct. 17).

How To Protect Your Passwords—National Cyber Security Awareness Month

This October is the 10th anniversary of National Cyber Security Awareness Month, sponsored by the Department of Homeland Security. All month long, DHS is promoting educational plans for Americans to learn what steps to take in order to ensure safety on the Internet.

Fifty-four percent of Americans are extremely concerned about loss of personal or financial information due to identity theft, according to the Stop.Think.Connect. campaign, a global cyber security awareness effort. Ninety-six percent of Americans feel a personal responsibility to be safer and more secure online.

The average person uses passwords for everything from email and online banking to social media and mobile apps. Passwords are the most common means of authentication online, and that is why it is critical to use strong passwords and keep them confidential.

A cracked password could allow a cybercriminal access to email, financial information, social security numbers or even medical records. With that in mind, Stop.Think.Connect. has provided a few tips to keep private information safe:

  • Don't use words that can be found in any dictionary of any language and use a combination of upper and lowercase letters, numbers, and symbols.
  • Don't use passwords that are based on personal information or that can be easily accessed or guessed including birthdays, names of pets or favorite movies and books that can be found by a quick search on social networking sites.
  • Use passphrases like "Thispasswdis4myemail!" to help you remember complex passwords.
  • Write down your passwords and store them in a secure place away from your computer if necessary. For example, passwords locked in your desk drawer are secure, but passwords on a sticky note stuck to the monitor are not.
  • Use different passwords for different accounts and change them regularly.
  • Make sure account login pages use encryption including a URL that begins with "https:" instead of "http:". Look for the padlock icon in the browser bar, too. If the padlock icon appears on the webpage, but not in the browser bar, it might just be a graphic that a cybercriminal embedded to trick you into feeling secure.

Good Morning Brad,

Thanks for your weekly newsletter. I read it each week. I've found the information useful and have purchased items from your advertisers. I'm one of the last dogs on the street if you will and am still doing some reselling for American Messaging. As you might expect, it becomes increasingly difficult to remain profitable given all the communication options out there these days. I had a question for you. I remember some years ago, there was a company that could remove the passwords from the old TSR Elites. I have about 50 or 60 of them in very nice shape but unfortunately, can't program them due to the passwords. For some reason, I was thinking Leavitt Communications was the company that was talked of. I was wondering if you had any knowledge of that.

P.S. (I love to garden and enjoy the pictures you sometimes post.)
